Complaint Description and Writeup
Complaint concerns the discharge of floatables and other waste from MS4 outfalls.
4/2/08: EKB faxed a copy of the complaint to Scott Morgan Manager of the Storm Water program with the City of Memphis. The City of Memphis has prepared a storm water management program to address and control such discharges. Mr. Morgan will investigate the complaint and will advise WPC on the findings.

Please look at the pictures and video of the refuse that's washed up
from the Gayoso Discharge into the Wolf River and onto the banks of
Harbor Town on Mud Island. It's always been bad but with the rains it's
gotten to the point of downright disgusting. My wife and I live in
Harbor Town, and we've seen industrial waste cans and medical waste
washed up on the banks as well. Can your group do anything? Does the
city or county have a permit for this sort of thing?
One of our neighbors took video of the banks in Harbor Town in February.

4/9/08: TRT called complainant to discuss the clean up city of Memphis did yesterday and that a councilman indicated the trash barrier would be completed. He was not completely satisfied because much trash remains and he isn't confident the barrier will actually be built. He wants the state to require Mempis to consturct something to control the trash.
