Description and Writeup
Mr. Franklin's home is near the Portland High School. There has been an odor problem for years; it seems to get worse when school starts. He has reported it to the City on several occasions. The City personnel try to address the problem by feeding chemicals at the pump station serving the school. The chemical addition does not correct the problem.
8/26/2010 - I spoke with Steve Whitehead of the Portland sewer dept. He was aware of the problem and had spoken with Mr. Franklin. His answer to the problem was to feed more chemicals. I asked about whether the system had been evaluated to determine root cause of odors. He was not very knowledgable in this regard. I told him that the City should evaluate the collection system for odor potential and eliminate excessive residence times in wet wells and points of agitation. The sewage coming from the I-65 interchange might be coming through this area. It could be the reason for the excessive septic odors. - Joey Holland
8/27/2010 - I telephoned Mr. Franklin and relayed what I learned in my conversation with Mr. Whitehead. I told him that I would continue to pursue this with the City when I visit to audit their moratorium within the next few weeks.
9-16-2010 - Met with Mayor Ken Wilbur and Steve Whitehead at Portland. They are hiring a consultant to evaluate their collection system for opportunities to reduce odor. That consultant should be named within the next couple of weeks.
9-28-2010 - Mayor Wilbur called to report that CEC has been awarded the contract to do odor evaluation.
