Complaint Description and Writeup
Complaint Description and Writeup
Ms. Linda Modica (phone-423-676-2925) said that Ms. Iris Keplinger informed a friend of Ms. Modica's that Erwin Utilities had left a big pile of sludge on Ms. Keplinger's farm and that Ms. Keplinger had to have workers to spread the sludge. SKV informed Ms. Modica that the Erwin WWTP has been sending all of the WWTP sludge to the Iris Glen landfill and that she would contact the Erwin WWTP. SKV left a voice mail message on 4/15/11 informing Erwin WWTP personnel to contact her regarding Ms. Modica's complaint. Mr. Jason Byrd, Erwin WWTP contacted SKV on 4/18/11 and said that Erwin WWTP's sludge has not been applied to Ms. Keplinger's farm in several years. SKV, Mr. Byrd, Mr. Charles McNabb, & Mr. Matthew Rice (Erwin Utilities) met with Ms. Keplinger at her farm on 4/18/11. Ms. Keplinger said that no sludge had been applied to her farm since 2002. No sludge was observed on the farm. Per Erwin WWTP records, sludge was applied on the farm only in 2002. Approval for the farm as a sludge land application site was granted by WPC on 7/24/02. Ms. Modica was informed of the preceding on 4/18/11 by SKV.
