    "On Saturday afternoon I was contacted by a resident walking their dog along the hiking trail in River Rest beside Cartwright Creek. They noticed a flow of water across the hiking trail into the creek that smelled bad. They followed the flow upstream to the manhole that was surcharging. It is beside the soccer field. I have attached 2 videos.***

    I did a field visit around 4:30 pm. When they called it sounded like it was a sewer overflow, but I wanted to do a site visit first to confirm. I texted Bruce Meyer after my site visit when I realized that my email to him with photos did not get to him because the files were too large. Bruce confirmed in his text that they were aware of the issue and that it was from a pump station problem. His text said the issue was fixed at 3pm. When I was out on the site at 4:30pm there was not more flow from the sewer manhole, but there was still plenty of flow on the land and still draining to the creek.***

    As I note in the field report, this area is heavily trafficked by families hiking with kids and dogs. Also people are taking their dogs to run in the soccer field. There was no signage or any thing blocking access to the manhole or the sewer overflow. That might have been done on Sunday or as Bruce noted in his text to me, the clean up would be Monday. The concern is that it is easy for people to have access to the sewer overflow and a dog drank from the sewer overflow cutting across the hiking path while I was there.***

    When it is convenient, I would like to talk about whether there are standard public signage and communication and response time for sewer overflows when they occur in highly trafficked areas and so forth. The City of Franklin’s SORP that we developed with them as an outcome of our settlement agreement was based on similar components in some other sewer permits around the state that were the result of the EPA’s review of the large sewer collection systems in the state over 5 years ago.)"***

    Cartwright Creek staff cleaned up the overflow path from the manhole to the creek yesterday. They raked up the wipes and paper and then spread lime. The attached pictures are after the cleanup. I need to prepare and submit the required overflow report, which I will send to you tomorrow. It will explain what happened. It was due to a pump control failure. The overflow was stopped at 2:45 PM, Saturday.***
