10 Feb 2023:
Complainant described a 6.14-acre area of disturbed land due to construction. Silt fencing was inadequate which lead to heavy erosion.
2-10-23: JEBr assigned to GCC for investigation.
2-17-23: site inspected. Almost entire site has been graded for homebuilding but has not been stabilized. Large gullies pervasive across the site. Sediment control measures failing. Evidence of off-site sediment discharge was observed at the time of the inspection. In addition, potential for continued discharge of sediment and/or sediment-laden stormwater off-site during rain events was evident at the time of the inspection.
Need to immediately maintain and/or install appropriate Erosion Prevention and Sediment Controls (EPSCs) to prevent discharge of sediment or sediment-laden water off-site and/or into Waters of the State, including along Kenwood Avenue to the south and the northwestern boundary adjacent to the existing homes. All areas that have been brought to final grade must be stabilized with either temporary or permanent measures within 14 days of the last grading activity thereon.
Because the site has been out of compliance virtually since construction began in 2021, NOV/NCRM is in order.
3-3-2023: GCC tried to call - no answer, so emailed complainant to inform them that we would be sending an NOV.
3-7-23: NCRM sent to permittee.
