    Complaint Description and Writeup

    Complainant states that report a wetland that has been altered substantially without a ARAP permit. The location is across the street from 107 Stockton Chapel Rd, Jamestown, TN 38556. The landowner is a subdivision developer by the Name of Fred Stout. A large wetland at the very back of the property has recently been partially drained and altered with crossings and drain tile for the development of a subdivision. The wetland empties into and is adjacent to White Oak Creek that eventually empties into the Big South Fork River. This wetland is very unique for Fentress County. The excavation contractor is R&J excavating of Monterey, TN. The wetland is at the very back of the property and is not visible from public roads but is visible from adjacent property. The wetland is located at the green dot in the attached photo.
