Mr. Matthew Rice, Erwin Utilities (EU) reported a 4-14-16 overflow at the corner of Union/Carolina, Erwin via a 4-15-16 e-mail. The e-mail indicated, "A section of the line collapsed and a point repair had to be made. This line will be pipe bursted and fully replaced beginning on Monday as part of the ongoing sewer rehab project. This problem will be permanently solved by the end of next week. A full report to follow." The report received on 5-13-16 indicated the overflow went from 10:00 AM-3:00 PM with an estimated volume of 3,000 gallons. The report also indicated the following, "Both overflows were the result of a line failure that occurred due to the sewer main becoming over pressurized during the inversion process while performing cured in place pipe rehabilitation. The over pressurization caused severe damage to the clay pipe and the pipe bursting rehabilitation method had to be used instead. The 10" clay pipe (GM1137) located on Union Street between Carolina and Willow has been completed replaced with 12" HDPE. In addition, all sewer laterals have been replaced to the right of way. This problem has been completely resolved and no further issues are expected on Union Street. The areas were treated with lime after the overflows stopped and the street was cleaned."
