Complaint Description and Writeup
Emily Franklin (complainant) stated that Carter has been contracted to drill her residential well and has not finished the work after 10 months of beginning the drill project. She stated that she has contacted them multiple times to get the work completed, yet they have not responded in her requested time frame. I will call Ms. Franklin today (8/23/23) to obtain further information on the status of the drill site.
ERS spoke with the complainant on 8/23/2023. Ms. Franklin stated that Carter was present on 8/22/2023, but she was unaware of the status of the well due to Carter "refusing to speak with her."
ERS called Carter and obtained further information regarding the situation.
In October of 2022, the initial well was drilled but no pump was installed due to the customer not being ready to use the well. Carter told the customer to contact him when they were ready to have the pump installed. The customer called in June of 2023 to have to pump installed. Carter went to the site to install the pump, but there was a blockage in the well and he was unable to blow it out using his air compressor. Carter informed the complainant that he would need to use his drill rig to work further in removing the blockage, yet his drill rig was not in operation and being worked on.
At the beginning of August, once the drill rig was functioning properly, Carter went out to the residence and decided a new well was needed to be drilled. The complainant is unhappy with the initial well not being filled in and that it has taken an extended period of time to have her well completed.
At this time (8/23/2023) Carter has not installed the pump in order to let the water run and clear up from being, "very muddy." I provided my email address and asked Carter to keep me updated with further action taken regarding this well.
