Description and Writeup
Complainant states that neighbor above him built roads and put in culvert directing stormwater onto his property causing his property to flood, backs up water which holds mosquitoes. Complainant wants the culvert removed and the stormwater directed/culverted to the ditch along Hwy 641. Complainant states that local codes required neighbor to chlorinate backed up water due to mosquitoes but also told complainant codes could do anything about the drainage as this was a civil matter.
