Plume in adjacent stream from quarry site.
Treatment ponds for process water are not constructed in accordance with the permitted plans. The operators stated that the ponds have never held water and that they have never had a discharge from the permitted discharge point. During the investigation, DWR staff documented a discharge two points along the base of the north stram bank of Carson Fork causing an objectionable color change with the receiving stream. The discharges are located upstream of the permitted discharge and appear to be flow from the proposed pond area flowing through the hillside and exiting at a small spring and cave. The operators were crushing stone and pumping process water to the pond area upon DWR arrival at the site. Shortly after our arrival the plant was shut down, but the process water continued to be pumped to the proposed pond area. In speaking with the operators, I told them that pumping to the pond area would result in ongoing discharges and that they should consult an engineer to develop a plan to construct/repair the ponds. I explained that the Ck-EFO and DWR mining section would be in contact with them to discuss the violations and any repair work they are going to conduct. A follow-up meetinng was schedueled by the DWR mining section with SRP of the CK-EFO for Friday, 5 April 2013. (KBC 3 April 2013)
