Description and Writeup
Mr. Chris Hook, Town of Mountain City reported the following 4-16-18 overflows: manholes A-6, A-7, A-7A, and A-49. The following cleanouts also had overflows: behind Welcome Center to RV Park and 117 Willow Circle. A written report will be submitted to the Johnson City EFO. The report received on 5-10-18 indicated manhole A-49 and the campground cleanout (both behind Johnson County Welcome Center)overflowed from 4:30 AM-12:50 PM with estimated volumes of manhole A-49-1,500 gallons and campground cleanout-2,000 gallons. Manholes A-6, A-7, A-7A, and the 117 Willow Circle cleanout overflowed from 4:30 AM-7:00 PM with estimated volumes of: (1) manhole A-6-6,090 gallons, (2) manhole A-7-1,740 gallons, (3) manhole A-7A-10,440 gallons and (4) 117 Willow Circle cleanout-13,050 gallons. The report also indicated, "This is a wet weather overflow report. We were made aware of the overflows at 7:30am. At that time, I called the waste water treatment plant to find out what time the plant exceeded a 3.2 MGD of flow. This is usually the rate at which the system starts to back up. That flow was reached at 4:30am and is the time used as the estimated time of start. We also used the flow charts to estimate the time they quit overflowing. The street dept. stated that they believe that manhole AM-2 was overflowing. The water dept. crew went out to check it and found no evidence of an overflow. It was a heavy rain and water was running down the road and across the manhole. This manhole has had problems in the past and this may be why the street dept. was concerned. During the process of looking for overflows water dept. crew noticed debris around a clean out on Dotson Lane (Suba's Restaurant). This wasn't caused by the rain event and was not overflowing at the time but did show signs of past problems. The service line will be cleaned and look at to see what may have caused this." Cleanup for all overflows was, "cleaned up, raked and shovel lime."
