| A comprehensive inspection of the construction activities and the proposed in-stream monitoring locations and substrate characterization was performed at this site. DWR personnel met with personnel associated with Alston Construction Co., Inc., Yancey Brothers Construction, LLC, and Pickering Firm, Inc. The Notice of Coverage, Stormwater Pollution Prevention Plan, twice-weekly inspection reports, and quality assurance site assessments were observed on-site. A review of the twice-weekly inspection reports indicated issues noted on the reports appeared to be addressed in a timely manner, as required by the permit. However, the inspection reports were not signed by the primary permittee. As a reminder, the twice-weekly inspection reports should be signed by the primary permittee or duly authorized representative to ensure that the responsible party is aware of the current conditions at the site. Additionally, signs were observed at each outfall (4) and the public right-of-way, which is also where the stream leaves the property (1), as required by the permit. SEE IR FOR ALL INFO The majority of the site had been cleared of vegetation and was undergoing grading for the creation of the diversion channel. Sediment basin #2 was installed, sufficiently stabilized, functional, and appeared in accordance with the Erosion Control Plans. Sediment basin #3 was installed, and stabilization efforts of the banks of the basin were observed but not yet fully established. |
