| NOI and SWPPP were received in Central Office and forwarded to JEFO on 11/16/20 but has not been reviewed and coverage issued as of date of complaint received and site investigation. Site visited on 11/23/20. Met with owner and toured site. Construction has begun without permit coverage being issued. EPSCs were installed and appeared functional. Owner stated he thought he was ready to begin once permit # had been assigned. Discussed this with owner and informed him that NOC must be issued before construction can begin. Informed him he would be receiving NOV for beginning construction w/out permit coverage and would be referred to Enforcement Section. |
