HAAP personnel reported the discharge was traced back to a discharge channel leaving AGC Flat Glass North America, Inc. - Kingsport Plant and crossing HAAP Area A. BBC and JKH arrived onsite at HAAP Area A for investigation during the afternoon of 7/28/10.Investigation revealed Madd Branch running clear, but residual cloudiness in the AGC discharge channel along the fence line between the two facilities. Further investigation at the AGC - Kingsport Plant site revealed storm drain cleaning operations were being performed that day by a contractor. AGC representatives indicated the contractor had been removing material from a blocked drainage line using a vacuum truck as part of ongoing line cleaning and repair operations. Observation revealed substantial deposits of sand/sediment in the line and downstream discharge channel. Cleaning operations had been suspended by the time of investigation. Additional site observation revealed limited material containment measures around the large raw/recycled/waste material storage areas on site and evidence of sand/sediment/cullet in most outdoor facility areas.AGC - Kingsport Plant representatives were advised to dike the storm water discharge channel during cleaning operations and capture any fugitive material before discharge to waters of the state. Facility representatives were also advised to improve material containment and plant housekeeping measures in order to minimize or prevent transport of material to the storm drain system. A follow up letter regarding the investigation will be sent to AGC - Kingsport Plant.
