The pH of the spilled coolant was approximately 8.7 at the storm sewer. The following chemicals are in the coolant (with %s): triethanolamine, monoethanolamine, boric acid (each-1-5%), and sodium borate (0.5-1.5%). The spill was discovered at approximately 9:30 AM and containment procedures were followed. SKV and GKT met with Mr. Melville and Mr. Mike Ludecker, Manager, Facilities Engineering on 8/6/12 at the plant. An improperly installed PVC pipe (hangers)in the basement tunnel broke. This pipe broke a recycle line for the reclaimed solids from the separator for the process. Due to the 8/5/12 rainfall event, the flow from the recycle line and the rainfall flooding the basement overcame the sump pump. Flow went out of the rear of the building nearest the storm sewer into the ditch for outfall SW2. The culvert was mostly blocked with trash and sediment and the ditch before exiting AGC property to BAE Area A was also blocked with sediment. The pH of the ponded water near the ditch was approximately 8.78 per Mr. Melville. Since the culvert and ditch were blocked, the release was probably contained. Mr. Melville contacted BAE personnel about the spill. AGC personnel were informed to keep the flow contained in the building (approximate 0.5 inch depth on the floor) as flow was coming out of the repair area of the pipe from the tunnel. No flow was observed coming out of the building during the investigation. AGC personnel were informed to submit a report about the spill.
