There is a very strong burning smell in the air once again... I noted it at about 3:30AM when awoken by the order as I had my windows open to enjoy the cooler air temps outside. I was forced to close my house up due to the smell and upon getting up for work this morning 6-23 the odor is still very strong in the air. This happens every so often and always in the middle of the night, this plant has previously been fined for filing false documentation on their air quality. I can only guess at the cause, suspect maybe they're not properly shutting down their furnace for filtration swaps?Tip or Complaint: Sent a report on 6-23-21 that I was awoken to a burning smell filling the air in my valley... That has happened again this morning I was awoke to a strong burning smell in the air around 5AM and had to close up my house. I drove over to my neighbor's house also along the same valley as me and noted the smell there as well.. It seems the exhaust from the plant travels up and settles in that valley. I suspect perhaps as the sun rises the pressure forces the fumes up and out of the valley as the smell doesn't linger during the day.On 6/25/21, JEL visited the facility to investigate the complaints. Upon arrival, JEL saw a normal steam plume coming from the main stack of the facility. None of the other facility stacks or baghouses had anything coming out of them. While on-site, JEL reviewed the facility's required logs for for the entire week in question for each source and found that there had been no deviations in throughput limits or parametric requirements such as flow rates, temps, and pressure drops. JEL, also took readings for these rates while on-site and found no issues or deviations.On 7/19/21, JEL sent a reply email to the complainant and EPA.
