Indicated she use to work in Kingsport at the hospital. Her call came in at 303 PM, indicated she cannot retrieve voicemail if we leave a message.8/5/21: MLH spoke with Mrs. Washington by phone who stated that the odor smelled like the common smell noticed in the Kingsport area near Eastman where she has worked for the last 24 years. The odor was present around 3:00 pm and was said to have lingered throughout the evening hours. MLH drove through the area on 8/5/21 between 10:30 and 11:00 and no odors were noticed. Also, MLH was near Eastman on 8/4/21 between 10:00 and 12:00 and did not notice a strong odor coming from the Eastman plant.8/9/21: MLH spoke with Tracy Venett with Eastman Environmental operations regarding the complainant received on 8/4/21. MLH requested that Mrs. Venett discuss the matter with her team, review event logs for the afternoon of 8/4/21, and contact MLH once complete.8/12/21: MLH spoke with Tracy Venett who meet with her team and plant managers to review title V event logs and process operations on 8/4/21. Records reviewed did not indicate any process upsets, accidental, releases, or title V events on this date that would cause an increase in odor from the plant. No Violation Found. Complainant response letter mailed.8/24/21: Complainant response letter returned, address corrected and mailed again.
