The issue ran through the night cause people to have to shut up their houses due to the strength of the odor and making going out doors very unpleasant. This continues to happen routinely almost always during late evening and through the night. It doesn't happen everyday so I assume it's related to maintenance or perhaps filter change out.Second complaint referred from EPA received by KEFO on 4/28/23: I reported on 4/25/2023 that the company air discharge was causing a very bad burning smell starting late evening and through the night. Again last night 4/26/2023 the same situation happened and the smell is lingering into the morning hours of 4/27/2023 as I type.. The odor is very strong and makes is so that you cannot be outside and have to shut your home up. The smell usually dissipates during the day as the winds pick up and more air is circulated but during the calmness of the past 2 evenings it has been very thick and as mentioned forces you inside as a result. This plant is across the road from the county's water plant as well as within a mile of our Middle School.On May 4, 2023, JEL investigated this complaint. JEL took the opportunity to view the stack off-site before proceeding onto the company's property and found that only steam was coming from the facility's stack. After proceeding on-site, JEL was able to speak with Andrew Morgan, the facility's technical contact and explained that an odor complaint had been voiced. It was explained that while we don't regulate odors, we were following up to see if there had maybe been a malfunction or possibly a new material being processed that could have caused an odor or possible emissions that could contain an odor in them. JEL was able to look at all of the production logs for all sources while on-site for the time frame in question and found no instances of malfunctions or exceedances and all parameters were well within the allotted permit limits. JEL also took the opportunity to walk the production area and view all of the sources and take instantaneous readings of all the operating parameters required to be measured by the permit and found no instances of deviations.
