Have reason to believe violations are occurring at this plant. Please investigate.JEL was able to complete an on-site investigation in response to the complaint forwarded to the Division on October 18, 2019 regarding the Heraeus facility (65-0049) located in Wartburg, TN. Upon arrival, it was evident the facility was in operation. However, the only visible emissions present were in the form of steam coming from the stack. While on-site JEL spoke to Mr. Jimmy Taylor, the plant’s technical contact, and was able to review records while on property. JEL reviewed all of the facility’s required logs and found that there had been no exceedances in any of the parameters set forth in their operating permit. These records included all required logs for sources (1,4,6,9,and 12) and the reviewed time frame included Oct 13-23 for all daily and hourly logs, which would encompass the timeframe associated with the forwarded complaint. For any 12 consecutive month rolling total logs, JEL reviewed those logs starting from January 2019 up through Sept 2019 as the facility was not required to have through Oct 2019 completed at the time of the on-site visit.While on-site, JEL did walk through the facility and take readings for all parameters required in the operating permit and found all units to be operating within the specified parameters for each source. Mr. Taylor stated that they hadn’t had any malfunctions during the timeframe under question. He did say that there had been a couple of power outages, but each outage only lasted for a few seconds and were short enough that the emergency generator did have enough time to register to kick on. Based on JEL's walk-through and records review he didn’t find anything that indicated that the facility was violating any of their permit conditions.
